Health System Enhancement Project (HSEP) funded by Asian Development Bank (ADB) is a Primary Health Care development project to pilot primary health care policy of the government.
Sabaragamuwa Province has been selected for this pilot and project is working in both district Kegalle and Ratnapura.
One of the activities carried out by the project is to improve infrastructure of selected Primary Health Care institutions to provide better services to their catchment population with the objective to achieve Universal Health Coverage.
Primary Medical Care Unit (PMCU) Hewadiwela which is situated 12km away from Rambukkana has been selected for infrastructure development by the project.
The catchment population is around 12,000 people from 10 Grama Niladhari (GN) divisions which has been functioned as maternity clinic and vaccination center. Health Authorities from Sabaragamuwa Province have identified the need to enhance the capacity of the facility to meet the demand of the people getting served.
The proposal was to expand Outpatient department (OPD), clinics, dispensary, Healthy Lifestyle Centers (HLCs) and Emergency Treatment Unit (ETU).
The project started on 21st August 2019 and completed on 26th June 2020. Cost of the project was LKR 17.6 Million. The customer friendly facility, currently provides high quality services to the residence of the area. In this construction a special attention was given to the environment, social safeguard and gender issues.
It is proposed to develop all Primary Health Care institutions of the Province based on the following principles.

2). Inter Sectoral Coordination
3). Appropriate Technology
4). Support Mechanism Made Available
